Can someone explain to me why people can get visa grants...

Can someone explain to me why people can get visa grants (whether permanent, temporary, student, tourist, etc) on weekends? If DHA uses manual processing, do DHA staff work on weekends? If DHA uses automatic processing, does it really takes the computers days to process even the relatively simple ones like tourist visas? Pretty sure permanent visas are not automatically processed, not even the 191 visa.

I’ve noticed that some software engineers have recently received visa grants within 11 months. Is this due to having Superior English? Does Superior English influence the speed or likelihood of a visa grant? At the same time, some applicants who lodged over a year ago are still waitingβ€”why is that? For applicants in the same occupation, what factors determine which applications are processed first for visa grants?

Most likely (some) DHA staff working on Saturdays, usually doing priority occupation grants (skilled visas). I dont track tourist, study etc visas.
