Unfortunately not possible to determine this without a FOI request. Its likely a couple % of the round size. The SkillSelect data is not very reliable for this.

I suggest you put in a Data Request on FOI portal here. They will charge $30 but should be able to give you the correct data. You can ask multiple occupations in the same request. This is the same method I use to get visa data each month (they charge us $60 because larger amount of data).

So should I just ask this sort of question directly to Department of Home Affairs or if possible you can draft a better and concise question for FOI through which we can extract this information? @gregormendel

DHA will not answer it for you, FOI is the only way. Note that sometimes they refuse to provide data via FOI too, if it's too time consuming for them. But they let you know before payment.

The FOI wording would be: "FOI Request For ANZSCO Code 133111 Construction Project Manager, please provide the number of Invitations issued in the following three Subclass 189 rounds: - 13 June 2024 - 5 September 2024 - 7 November 2024 "
