Migration Institute of Australia (MIA) Release 26 March 2025 Permanent Migration Program Planning Levels 2025-26 The Migration Institute of Australia (MIA) today welcomed no apparent reduction in the permanent migration program, as it appears the program will remain at 185,000 places in FY2025-26.

"This is a good sign for employers and businesses who are facing skills shortages and for Australian citizens wishing to reunite with their loved ones. With net overseas migration projected to track downwards towards normal and sustainable levels the government has made a sensible decision in not reducing the permanent migration program in a kneejerk mannerโ€ said Peter van Vliet CEO MIA.

A well-managed migration program is vital to growing Australiaโ€™s economy and ensuring our future remains strong and prosperous. Migration also plays a critical role for regional development, supporting and sustaining regional communities across Australia.

โ€œMaintaining the current permanent migration planning level enhances business confidence in addressing skills shortages via Employer Sponsored visas, and contributes to our economy and tax base, as well as ameliorating population ageing,โ€ said Peter van Vliet, MIA CEO

โ€œIt will also ensure that partner visa waiting times do not extend further which is better news for Australians wanting to settle with their loved onesโ€.

โ€œThe MIA supports a properly managed, strategic migration program to continue to support Australiaโ€™s society and economy into the future. Australia is significantly shaped by migration, contributing to a productive, diverse and dynamic societyโ€, Mr van Vliet added.

Annual indexation of skilled visa income thresholds from 1 July 2025 From 1 July 2025, skilled visa income thresholds will be increased by 4.6%. This is in line with changes to the annual Average Weekly Ordinary Time Earnings (AWOTE). This delivers on the commitment outlined in the Migration Strategy, as recommended by the Migration Review.

Income thresholds are indexed annually so wages for skilled migrants increase at the same rate as Australian workers. This ensures that people cannot use skilled migration to undercut Australian workers.

From 1 July 2025, indexation changes will be as follows: - Core Skills Income Threshold (CSIT) will increase from AUD73,150 to AUD76,515. This will impact nomination applications for the Core Skills stream of the Skills in Demand visa (subclass 482) and the Employer Nomination Scheme visa (subclass 186). - Specialist Skills Income Threshold (SSIT) will increase from AUD135,000 to AUD141,210. This will impact nomination applications for the Specialist Skills stream of the Skills in Demand visa (subclass 482). - Temporary Skilled Migration Income Threshold (TSMIT) used for the Skilled Employer Sponsored Regional visa (subclass 494) and the Regional Sponsored Migration Scheme (RSMS) (subclass 187) will increase from AUD73,150 to AUD76,515. This is in line with the CSIT and subject to approval of relevant legislation.

New nomination applications from 1 July 2025 must meet the new relevant income threshold or the annual market salary rate, whichever is higher. This change will not apply to existing visa holders and nominations lodged before 1 July 2025.โ€‹
