TAS Update 18 March 2025 Processing times The oldest nomination application which has not been allocated for processing was lodged on 18 February 2025.
Nominations, applications and Registrations of Interest (ROI)
Skilled Nominated (subclass 190) visa: - Nominations β 1336 of 2100 places used - Nomination applications lodged but not decided β 131 - Invitations to apply for nomination issued but not yet accepted β 104 - Registrations of interest on hand - 298
Skilled Work Regional (subclass 491) visa: - Nominations β 488 of 760 places used - Nomination applications lodged but not decided β 64 - Invitations to apply for nomination issued but not yet accepted β 55 - Registrations of interest on hand - 275 Candidates with at least one Orange-Plus attribute will be issued an Orange pass. Planning Levels and State Nomination Allocation
π PLANNING LEVELS Migration Planning Levels refers to the total number of migration places i.e. the TOTAL NUMBER OF PRIMARY AND SECONDARY VISA GRANTS planned for the Financial Year (FY). Each grant consumes one place from the planning level. The place is consumed when visa is granted, regardless of when the visa was lodged, lodgement could be in the same FY, or the previous FY or anytime in the past.
For example: FY2023-24 Subclass 190 planning level is 30,400 places. If a family of 3 (husband, wife and child) gets a 190 grant today, it will consume 3 places from the planning level, leaving (30,400 - 3) = 30, 397 places.
Therefore, the total number of visa grants for subclass 189, 190 and 491, in any FY, is generally limited by the planning levels for that FY.
Note: The planning level is not the same thing as State Nomination Allocation (which is discussed further).
π STATE NOMINATION ALLOCATION State Nomination allocation refers to the TOTAL NUMBER OF PRIMARY APPLICANTS a state can nominate (for Subclass 190 and 491) in the FY. State Nomination refers to a Full Invite, not a preinvite. Each FY, DHA will allocate a certain number of state nomination places to each state. The state nomination allocation is generally in sync with FY planning levels.
For example: For FY2023-24, total Subclass 190 state nomination allocation is 10, 300 and Subclass 491 allocation is 6400, which is distributed between states and territories.
A Full 190 or 491 Invite means the state will nominate the applicant in SkillSelect and the applicant will receive an Invitation to Apply Visa (ITA). Each time a state nominates an applicant, it will consume one place from its state nomination allocation. The applicant will then lodge the visa and the visa application may contain more than one applicant (primary + secondary). This means, whenever the visa is granted, the grant will now consume places (equal to number of applicants in visa application) from the planning level of the FY in which the grant takes place.
For example: For FY2023-24, VIC has a Subclass 190 State Nomination of 2700 places. Let's say VIC issues a full invite to an applicant, and the applicant has a skilled partner. After issuing full invite VIC will have 2700 - 1 = 2699 nomination places left. The applicant will now lodge the 190 visa and include the skilled partner in the visa application. Whenever the visa gets granted, it will consume 2 places (1 primary + 1 partner) from the planning level of the FY in which the grant takes place.

Update on NT nomination under the General Skilled Migration program β March 2025
As you may be aware, NT nomination program under the GSM program was suspended for new applications on 10 January 2025, with exemptions provided for certain visa deadlines that fall before 1 July 2025. Your application is in queue to be assessed, and you will receive an outcome before 30 June 2025.
We provide below some indicative processing timeframes by category:
Indicative Processing Times
Onshore Applicants
- NT Graduate Stream β Currently processing applications lodged before 20 October 2024.
- NT Resident Stream β Currently processing applications lodged before 20 November 2024.
Offshore Applicants
- NT Family Stream β All applications received have been finalised or are currently under assessment.
- Job Offer Stream β All applications received have been finalised or are currently under assessment.
- Priority Occupation Stream β Processing of applications received under this stream to commence this week with outcomes to be communicated to all applicants before 30 June 2025.
Priority Processing Requests
MigrationNT generally assesses applications in order of receipt. If you are currently living in the NT on a temporary visa that is due to expire soon, please note we will do our best to assess your application ahead of the expiry date as specified in your nomination application. However, we encourage you to seek professional advice from a Registered Migration Agent or lawyer and ensure you take necessary steps to remain lawfully resident in Australia.
If you have other deadlines relating to the following circumstances, please email us at migration@nt.gov.au with evidence of the urgency:
- The expiry date on your visa is now different to what you provided in your application (e.g. if youβre on a Bridging Visa that now has an expiry date, or there was a mistake in your application), and the new expiry date falls within the next 30 days.
- You turn 45 in the next 30 days.
- You are due to lose migration points for a subclass 491 visa to below 65 due to a change in age within the next 30 days.

STATE OF 189 As per FOI data till 31 January 2025 - Total Grants: 12001 - FY Planning Level: 16900 - Remaining Planning Level = (16900-12001) = 4,899 - Visas waiting grant: 12340 - Next FY opening visa backlog = (12340 - 4899)=7,441 - Current FY opening backlog was ~8000
So if there are no more 189 rounds, then opening visa backlog for coming FY will be similar to the opening visa backlog for current FY (between 7K to 8K visas). If there is one more 189 round this FY, then the opening backlog will be higher.
So whether there will be one more 189 round or not, is now directly tied to to what the proposed Planning Levels for next FY will be and/or whether DHA want to have a higher opening backlog than the current FY.
