Hi Gregor sir/anyone else, I know this might not have a complete and direct answer but I'm looking for some inputs based on past experiences. Does DHA target to close open applications (i.e., those pending with S56) towards the end of a Financial Year instead of picking up new applications and processing them in order to finish the quota of planned numbers to be met? Thanks in advance

Given that it's mid May pretty much and new FY starts in 1.5 months, any answer to this question won't make a major difference to anyone with pending s56. You may get your visa 5 days after submitting the information or 2 months after, and it's up to the CO and them alone.

Based on my observations, they spread out applications across various offices which process them without strict adherence to months submitted, status, etc. e.g. if Adelaide is still working on June/July/August ones, Brisbane may be going through Dec/Jan/Feb ones. Once the quota is met, visa grant letters won't be issues until July where you will see a big spike in grants. FOI data kind of shows that too. Even when there are not more grants, applications are being processed still and the "done" ones are just getting queued up for visa grant when new quotas are released.
