OSOP Pathway is just one of many pathways. You can check TAS website for 190/491 pathways (mostly onshore)

That's what I meant. for Offshore applicants, the only pathway is OSOP. so since that is not open, can we assume that all the applicants were onshore?

Mostly yes onshore, could be some offshore health/teaching sector pathway ones.
