The state/territory sponsorship points are not locked at time of Full Invite (unlike age, education, experience etc.)
The reason is that state/territory sponsorship points are a time of decision criteria, meaning the visa case officer has to make a decision on the allocation of these points when your file is being assessed.
So if you committed to the state to stay for a certain duration, but you move before the visa is granted, technically, the state has the power to withdraw these nomination points till the day of visa decision.
If these points are withdrawn, your points score will fall lower than what the invitation was issued at, and your visa will be refused.
After visa grant: The state can not withdraw nomination points, therefore: - On 190, you can move anywhere in Australia - On 491, you can move to any DRA in Australia
