No, it is not compulsory. But if you dont submit initially, it's possible that CO may or may not ask for the form later. So you can either submit preemptively, OR wait to see if CO requests it. If CO requests Form 80 later, it will require a s56 request and will likely add to the processing time of your visa.

If requested, it can be required for: The primary applicant, and/or Secondary applicants (spouse/partner, dependents over 16)
If u google form 80, it says on the form on first page.
