I may be wrong, but it may be partly due to the delay in allocation of new invites to states, and not knowing how many priority occupation visas will get lodged this FY. If they use up too much now, they may not have enough quota to process priority applications. Priority apps usually make up 15-20% of the quota based on the last two years, but with all the debate around migration, I wouldn't be surprised if more priority invites go out this year than in previous years.
