This is a bit lengthy post please spare some time to read it and suggest me what should I do. I am currently attached with SSA migration as a client and discussed this thing with Sandeep sir as well but still I have some doubts.

I received Subclass 491 invitation from Western Australia in the February round for the Construction Estimator occupation (EOI date: October 2024).

However, I also hold a valid skills assessment for the Construction Project Manager (CPM) occupation with an older EOI date (November 2024), yet I haven’t received an invitation under this occupation in the February, March, or May rounds.

Based on my research and personal observations, here’s what I’ve concluded:

  1. Some of my friends with similar EOIs and 70–75 points (without experience points) have received invitations for CPM, so I don’t believe my lack of experience points is the issue.

  2. I initially thought that receiving a Subclass 491 invitation might disqualify me from receiving a Subclass 190 invitation in the same financial year. However, I know someone who received a 491 invitation in February and then a 190 invitation in March—so this seems unlikely.

  3. I came across another individual who received a 491 invitation for Civil Engineering but was not invited for CPM later, despite having an older EOI date and 80 base points. This appears to mirror my situation closely.

From these observations, my conclusion is: If someone receives a 491 invitation under one occupation (Estimator in my case), they may not be considered for a 190 invitation under a different occupation (CPM in my case), even with a valid skills assessment and higher points.

What are your thoughts on this? I’d appreciate any insight you might have.

Can't comment on point 1 & 3 but regarding point 2 you are incorrect. An applicant receive and invite for 491 and 190. They sent out 491 first as per their guidelines on WASMOL page. Pre-invite is not nomination You can get pre-invite multiple times in a year but only nominated once. SO if your friend got 491 pre-invite, this turns into Nomination after checks from WA Migration, then ITA from DHA. If he received 190 pre-invite prior to getting nominated for his 491. Then he can discard 491 and then go for 190.

BUt if your friend got 491 nomination approval, then no matter the invite for 190 he cannot apply as he is already nominiated once in this FY,

The issue of X getting invite from WA, but Y not getting, even though X has a "better profile" as per WA criteria: this issue has come up a couple of times in the Facebook group discussions too.

At this point, it's not entirely clear to me why it's happening.

For now, just make sure you have separate EOIs for 190 or 491. I will definitely share any info that I comes my way (I usually liaise with Sandeep daily so clients get to know anyways).
