Hong Kong is not a country, the citizenship would be People's Republic of China which is available in the dropdown.

Hong Kong people are well aware that Hong Kong is not a country. However, internationallyβespecially in migration mattersβwe are often treated differently from other parts of China. For example, on IMMI accounts, we always select βHong Kongβ as our citizenship rather than βChinaβ because we have distinct privileges under Australian migration policies. I donβt mean to be disrespectful, but this identity is deeply important to us. While some Chinese nationals may not agree, being required to select βChineseβ as our citizenship can feel almost as insensitive as calling a Welsh person simply βBritish.β
Thanks for explaining. Hong Kong SAR is now available as an option, and I have set yours to Hong Kong SAR.
