MD119 has nothing to do with invites, its for visa processing priority. Just apply when states open.
but wont MD119 turn states off from inviting offshore? TAS and NT have both referenced MD119 in their decision to not invite offshore.

First we have to wait for states to open, so we can see the allocation as well as selection criteria. TAS, WA not the states for offshore. Even NT is not the main one. VIC/NSW/SA/QLD are key.
