Do Migration Queensland disclose the number of ROI in hand.??
As per FAQ "We consider a range of factors, including your nominated occupation, annual salary, years of related employment experience, employment location, age, qualifications, English language ability, and partner skills. "

Your profile is all good, esp the salary which is important. We just need to know QLD full allocation and watch 1 or 2 rounds to see what the focus is.
You have high salary 140K and 10 pts onshore exp, an ideal onshore ICT candidate for QLD. But you only have competent English, try to get Proficient English, then I think you have a good chance of 190 invite in this FY.

I tried few times couldn't the English score.
I work at Queensland Government and what if my director send email with endorsing me for invitations.

You can try the email, but I dont think it will make a difference.
